- Eligible Applicants: Public or private entities, or consortia, established in Member States, EEA countries and overseas territories as defined in the call document

🎯 Funding Purpose

The call finances AI-driven cross-border Operational Digital Platforms (ODPs) that retrofit existing energy and/or transport infrastructures, enabling:

1. Interoperable, cyber-secure Internet of Energy services across borders.

2. Large-scale integration of EVs, ETs, RES and data centres as flexible assets.

3. Measurable GHG reduction, energy savings and grid flexibility.

4. Alignment with EU Digital Decade goals (10 000 climate-neutral edge nodes, etc.).

🔎 What Costs Are Eligible?

- Design, deployment and validation of the layered digital architecture (HW & SW)

- Cross-border connectivity (backbone, 5G corridors, satellite links)

- Edge/cloud infrastructure and AI engines (incl. security-by-design features)

- Procurement/installation of smart chargers, V2G interfaces, sensors & gateways

- Interoperability testing, standardisation, certification and cyber-security audits

- Project management, dissemination, replication blueprints and KPI monitoring

💶 Funding Mechanics

Payments are performance-based (pre-financing, interim, balance) and linked to milestones/KPIs, e.g. number of connected operators, CO₂ savings, percentage of RES-based charging.

🌍 your country Added-Value

Leveraging your country’s strong grid operators, automotive clusters and research centres will maximise impact and improve the project’s replication potential EU-wide.

🇪🇺 Strategic Advantages

EU-Wide Advantages & Opportunities for “Operational Digital Platforms – Works” (CEF-DIG-2025-PLATFORMS-WORKS)

1. Single Market Access – 450 + Million Consumers

Pan-EU roll-out of AI-Driven Operational Digital Platforms (ODPs): Once certified in one Member State, digital services can be marketed EU-wide under the free-movement‐of-services principle, opening an aggregated e-mobility & smart-energy customer base larger than the US.

Network-effects at continental scale: The KPI “number of connected operators” is exponentially easier to achieve when tapping the dense landscape of 3,000+ Distribution System Operators, 27 e-mobility roaming hubs and >45 cross-border TSO interconnections.

Uniform consumer-facing labelling: EU energy-label, EU battery regulation & AFIR charging-station rules provide a harmonised framework that minimises localisation costs.

2. Cross-Border Collaboration & Knowledge Exchange

Mandatory consortium dimension: CEF scoring rewards multi-country consortia; partners can pool complementary assets (e.g. Nordic V2G pilots + Iberian RES integration + DACH logistics fleets).

Living-labs across climatic zones: Testing AI-based charging from sub-zero Nordic winters to Mediterranean peaks enables more robust algorithms and strengthens proposal credibility under the “Excellence” criterion.

Leverage ERA & EIP tech clusters: Quick access to 60+ European Digital Innovation Hubs (EDIHs) and 70+ KIC InnoEnergy partners for piloting.

3. Alignment with Flagship EU Policies

Green Deal & Fit-for-55: Direct contribution to the legally-binding 55 % GHG reduction target via quantified KPIs (energy saved, CO₂ avoided).

Digital Decade 2030: Supports goal of 10,000 climate-neutral edge nodes and 75 % of EU companies using cloud/AI by 2030.

REPowerEU: ODPs act as digital enablers for grid-flexibility—critically needed for 600 GW RES by 2030.

TEN-T & AFIR synergy: Route-planning and smart-charging modules dovetail with mandatory alternative-fuel corridors.

4. Regulatory Harmonisation Benefits

CEF “one-stop-shop” permit facilitation: Article 9 of the CEF Regulation shortens cross-border permitting for energy/transport digital infrastructure.

Common cybersecurity baseline: Compliance with NIS2, RED delegated act & EUCS avoids divergent national certifications, lowering CAPEX/OPEX.

Interoperability by design: Mandated use of open standards (OCPI, OCPP 2.0.1, IEC 61850, CIM) guarantees future-proof replication, a strong “Impact” score lever.

5. Access to Europe’s Innovation Ecosystem

Research excellence: Tap into 5,000+ Horizon Europe energy & mobility projects for datasets, reference architectures (e.g. BEGONIA, BRIDGE).

Talent pipeline: Erasmus Mundus & Marie-Curie networks provide PhD placements for AI & power-systems research, reducing HR costs.

Standardisation influence: Direct channel to CEN-CENELEC & ETSI working groups to steer new EN norms that will later lock-in your solution.

6. Funding Synergies & Leverage Potential

Stack with other EU instruments:

- Digital Europe: €1.3 bn for data spaces & edge nodes that can be co-located with ODP.

- Horizon Europe Cluster 5: TRL 5-7 R&D feeding into CEF deployment (TRL 8-9).

- Recovery & Resilience Facility (RRF): National plans allocate ~€10 bn to e-mobility & smart-grids; CEF projects can unlock co-investment multipliers up to 10×.

Blending operations: CEF allows combination with InvestEU guarantees and EIB Green Loans, de-risking large-scale private CAPEX.

State-aid comfort: CEF grants are EU funds and usually exempt from national state-aid ceilings, accelerating implementation.

7. Economies of Scale & Impact Multipliers

Continental data lake: Bigger training sets for AI lead to better prediction accuracy (>20 % versus single-country datasets).

Bulk purchasing of ICT & hardware: Joint procurement across consortium cuts unit costs for edge servers, smart meters & 350 kW chargers by 15–25 %.

Climate impact at scale: Achieving 3 TWh/year flexible demand shift EU-wide equals removing ~1 million ICE cars—figures that resonate with evaluators.

8. Unique Strategic Value of EU-Level Operation

Technology sovereignty: Reduces dependency on non-EU cloud providers by federating European edge/cloud infrastructure in line with GAIA-X and EUCS.

Geopolitical resilience: Cross-border load-balancing lowers blackout risk from local disruptions, fulfilling REPowerEU security-of-supply goals.

EU branding & market pull: “CEF-backed” label signals reliability to investors & customers, easing private follow-on funding.

9. Actionable Tips for Applicants

1. Maximise functionalities coverage to score high on Impact; include optional data-centre flexibility to stand out.

2. Map KPIs to EU indicators (e.g. CO₂eq reduction vs. ETS reference values) for clear policy linkage.

3. Show integration plan with existing CEF Digital backbone (5G corridors, EuroQCI) to exploit infrastructure already financed by the EU.

4. Secure letters of support from at least two NRAs/TSOs to de-risk regulatory approvals across borders.

5. Design a replication toolkit (open-source reference implementation + governance handbook) to align with “architecture suitable for replication” requirement, boosting dissemination score.

Bottom Line

Competing solely at national level would cap impact and funding volumes. Leveraging CEF-DIG-2025-PLATFORMS at EU scale unlocks access to a harmonised regulatory space, a pan-European consumer base, unrivalled research & funding synergies, and political visibility that dramatically enhance the feasibility, scalability and longevity of any Operational Digital Platform project.
