Funding Description – *EDF-2025-DA-NAVAL-DSNCC-STEP*


What the Grant Funds

* Design, prototyping and testing of an EU-based Digital Ship architecture and Multidomain Naval Combat Cloud.

* Mandatory activities financed:

* Feasibility & concept studies

* Detailed design of digital architecture & initial combat-cloud

* System prototyping of the digital platform

* Testing/validation in representative naval scenarios

* Optional but eligible: interoperability activities, qualification, certification, life-cycle efficiency tools.


Eligible Applicants

* Consortia of at least 3 independent entities from ≥3 different EU Member States or EDF Associated Countries (Article 11 EDF Regulation).

* Participants must be established, owned and controlled in the EU/Associated Countries.

* Only cloud-service providers established, owned & controlled in the EU/Associated Countries may be used.

* Ministries of Defence, prime integrators, mid-caps, SMEs, RTOs and universities may all participate.


Funding Conditions

* Maximum EU contribution per grant: €79 000 000.

* Reimbursement rate: up to 100 % of eligible costs (Development Actions).

* Bonus funding possible for:

* ≥10 % eligible costs to SMEs (5 % top-up)

* entities located in outermost regions (10 % top-up)

* additional STEP financial incentives if applicable in national budgets.

* Indirect costs: flat-rate 7 % of direct eligible costs (unless entity uses real indirect costs).

* Pre-financing of ~30-40 % released upon grant signature; further payments linked to milestones.


Project Timeframe & TRL

* Recommended duration: 48–60 months.

* Target Technology Readiness Level at project end: TRL 6–7 (prototype demonstrated in relevant environment).


Compliance & Security

* Proposals must contain a detailed security & export-control self-assessment.

* All R&D outputs remain under EU/Associated Country jurisdiction; participation of non-EU entities is prohibited.
