Overview
The call EDF-2025-LS-RA-CHALLENGE-DIGIT-HAIDP-STEP supports R&D actions that will deliver multilingual, secure, explainable and continuously-learning human–AI dialogue systems for defence. Grants are awarded as EDF Lump-Sum (EDF-AG-LS) agreements, simplifying cost reporting while enforcing milestone-based payments.

Eligible Consortia
* Minimum three independent legal entities from three different your country.
* At least two entities must be established in the EU or associated countries and not controlled by a non-associated third country.
* Participants must comply with the EDF Regulation 2021/697 security & ownership control rules.
Funding Model – Lump Sum Logic
The lump sum covers 100 % of eligible direct costs + 25 % flat-rate indirect costs, but payment is released only when the work packages and milestones defined in the Grant Agreement are fully achieved and positively reviewed.

* Written & spoken dialogue; near real-time latency
* Coverage of all 24 EU languages
* Explainability layer (XAI) for each answer
* Need-to-know logic for classified data segregation
* Continual learning from user supervision with no regression
