What is financed

* Scope: Naval hybrid propulsion & DC power systems tailored for defence – TRL ≈ 3 → 5.

* Eligible activities (must cover all in bold):

* Studies (c) – techno-economic, LCA, logistics, safety, grid-fault simulations, alternative fuels, etc.

* Design (d) – digital twins, MW-scale DC architectures, SiC converters, dual-fuel engines, LV/HV switch-gear, test-beds.

* System prototyping, testing, qualification, certification, life-cycle-efficiency (e-i) – hardware-in-the-loop, dislocated test facilities, shock tests, cyber-security tests.

* Optional knowledge-generation & integration tasks (a, b).

* Cost items allowed: personnel, subcontracting, prototypes, test-site leasing, consumables, IPR, dissemination, security measures.

* Security-sensitive costs (e.g. classified computing, secure facilities) are eligible if duly justified.

* Non-eligible: infrastructure unrelated to the project’s defence objectives, VAT that is recoverable, activities performed outside the EU unless unavoidable & authorised.


Funding rate & mechanism

* Action type: Research Action (RA) lump-sum grant under EDF.

* EU contribution: up to €20 million per grant, paid as lump-sum instalments linked to work-package milestones.

* Funding rate: up to 100 % of the accepted lump-sum (all beneficiaries receive the same rate).

* Co-funding is welcome but not required; cost over-runs are borne by the consortium.


Lump-sum specifics

1. Proposers build a detailed cost-calculation internally.

2. The Commission converts it into a single fixed grant amount per work package; no ex-post financial reporting – only achievement of milestones/deliverables is checked.

3. Re-allocation across cost categories is allowed as long as the agreed technical outputs are delivered.


Who can apply

* Consortium ≥ 3 independent entities from ≥ 3 EU Member States.

* All entities must be established in the EU and not controlled by a non-EU country or entity (Art. 9 §2 EDF Regulation) unless a security exemption is requested & accepted.

* Participants holding classified information/facilities need the relevant Personnel & Facility Security Clearances (PSC/FSC).

* Public bodies, mid-caps, SMEs and RTOs are all eligible; SME participation is strongly encouraged.
