Purpose of the Call

Climate change is altering European forest structure, productivity and resilience. To guide evidence-based policy and adaptive silviculture, FORWARDS will fund *operational pilot sites* able to:

1. Install or upscale high-frequency sensors (e.g. flux towers, dendrometers, sap-flow systems, remote-sensing platforms).

2. Deliver near real-time, ecosystem-level data on how climatic variables affect forest structure & function.

3. Share harmonised data to the FORWARDS digital observatory and EU Forest Information System.

4. Serve as long-term reference sites for modelling and decision support tools.


Eligible Activities

- Establishment/upgrade of permanent plots and sensor arrays.

- Data integration pipelines (edge computing, IoT, satellite downlink, QA/QC workflows).

- Stakeholder co-design workshops with local forest managers & climate services.

- Capacity building for local teams (training, protocols, FAIR data publication).


Funding Model

Cascade funding follows lump-sum or unit-cost reimbursement. No co-funding is formally required, but leveraging national or private cash/in-kind contributions strengthens impact scoring. Indirect costs are normally 7% flat-rate.
