What the EU Wants to Buy

Projects must deliver all of the following:

1. Cutting-edge, exploitable knowledge on the rise of autocratic tendencies (incl. digital authoritarianism) and their drivers.

2. Early-warning & characterisation tools for spotting autocratisation, plus tactics to resist/mitigate it.

3. Actionable guidance enabling democratic governments, media and civil society to take informed decisions when engaging with autocracies.


Eligible Activities (Indicative)

* Multidisciplinary research integrating political science, law, sociology, psychology, gender studies, media & digital studies, history.

* Comparative analyses across world regions (international cooperation encouraged).

* Co-creation with citizens, CSOs, journalists, public authorities.

* Development of qualitative/quantitative indicators, dashboards, foresight models, serious games or simulation tools for early warning.

* Pilot interventions on media literacy, arts & culture, LGBTIQ/minority inclusion, counter-disinformation, or reversal of autocratic reforms.


Key Financial Features

* Lump-sum model: you propose a detailed cost-breakdown at submission, but receive payments against fixed work-package deliverables—not actual incurred costs.

* No ex-post financial reporting; focus on deliverable acceptance.

* Third-country partners can participate; funding depends on eligibility rules—check NCP in your country.
