Funding Description
1. Purpose of the Call
The call HORIZON-CL3-2025-01-SSRI-04 – "Accelerating uptake through open proposals for advanced SME innovation" finances short, high-impact Innovation Actions that bring *mature* digital and deep-tech solutions (Technology Readiness Level ≈ 6-8) to the civil security market (fighting crime & terrorism, disaster-resilient societies, border management, resilient infrastructure).
2. What is Funded
* Solution refinement, piloting and validation with real end-users.
* Business model and market-uptake activities: market intelligence, access to public buyers, IP management, certification, standardisation, financing readiness, etc.
* Cross-border SME collaborations and technology transfer schemes with RTOs / larger industry.
* Activities that reduce EU strategic dependency in critical security technologies in line with the STEP Regulation.
⚠️ Pure research, basic science and stand-alone technology development by non-SME partners are not fundable.
3. Financial Framework
* Total EU contribution per project (lump sum): up to €18 million.
* Project duration: max 24 months.
* Funding rate: 70 % of eligible costs (100 % for non-profit entities) – disbursed as a pre-agreed *lump sum* linked to work-package completion.
4. Consortium Eligibility
* Size: 3–7 beneficiaries.
* Composition:
* ≥ 2 SMEs established in ≥2 different EU MS/AC (at least one SME is strongly encouraged to act as coordinator).
* ≥ 1 civil-security end-user organisation (public authority, first responder, infrastructure operator, border agency, etc.) linked to one of the four policy areas (FCT, DRS, BM, INFRA).
* Budget distribution constraints:
* ≥ 50 % of the lump-sum budget to SMEs.
* ≤ 15 % of the budget to non-SME industry + RTOs combined.
* Third-country participants: only if listed as eligible or self-financed.
5. Evaluation & Award Particularities
* Single-stage submission – deadline 12 Nov 2025, 17:00 (Brussels).
* Standard Horizon Europe award criteria (Excellence, Impact, Quality & Efficiency). STEP-relevant proposals above all thresholds receive a STEP Seal.
* Security scrutiny applies; expect to address classified/unclassified data management.
