Purpose
To finance cutting-edge Privacy Enhancing Technologies (PETs) that reinforce EU technological sovereignty, cyber-resilience and GDPR-compliant data spaces while respecting fundamental rights.
What is Funded?
* Advanced cryptographic primitives (SMPC, homomorphic encryption, differential privacy, ring/attribute-based signatures) that are crypto-agile and post-quantum ready.
* Privacy-preserving data-sharing and collaborative analytics (e.g. federated learning, cyber-threat intelligence exchange).
* PETs for constrained/edge/IoT devices and secure software-supply-chains embedding privacy-by-design.
* Blockchain-based and decentralised PET solutions ensuring confidentiality, integrity and authenticity of transactions and digital assets.
* Human-centred usability research to maximise PET adoption and trust.
Expected Outcomes
1. Robust, scalable PET frameworks validated in real operational environments.
2. GDPR-aligned contributions to European data spaces (health, industrial, etc.).
3. Modular, crypto-agile PET building blocks easing the migration to post-quantum crypto.
4. SME-friendly solutions boosting EU competitiveness and the Cybersecurity Competence Community.
5. Evidence on usability and user experience of PETs.
Eligibility Snapshot
* Minimum three independent legal entities from three different your country Member/Associated States.
* Participation restricted to eligible your country; entities directly or indirectly controlled by a non-eligible your country may be excluded (Ownership-Control Declaration required).
* Inclusion of SMEs, end-users and legal/GDPR expertise strongly encouraged.
Funding Modality (Lump Sum)
* EU reimburses a pre-agreed lump sum covering 100 % of direct costs + 25 % indirects.
* Payment is triggered by completed work packages/deliverables – no financial cost reporting.
Strategic Fit
The topic feeds the Destination ‘Increased Cybersecurity’ impact pathway of the Horizon Europe Strategic Plan 2025-2027, supporting EU digital sovereignty, resilient infrastructures and privacy-respecting innovation.

🇪🇺 Strategic Advantages
EU-Wide Advantages & Opportunities – HORIZON-CL3-2025-02-CS-ECCC-03 “Privacy Enhancing Technologies”
1. Single Market Access (450 + million citizens & 24 million SMEs)
• Pan-EU data-space pilots – Projects can test PETs simultaneously in several Member States’ health, finance or mobility data spaces, accelerating adoption and validation under real-world conditions.
• Unified commercial launchpad – Once solutions are GDPR-compliant and certified under EU Cybersecurity Act schemes, companies can market them in all 27 countries without re-engineering for national rules.
• Public-sector procurement – Alignment with the forthcoming EU Cyber Resilience Act and NIS2 creates a fast track to sell PET-enabled services to governments and critical-infrastructure operators EU-wide.
2. Cross-Border Collaboration & Knowledge Exchange
• Mandatory consortia diversity – Horizon rules require ≥3 entities from ≥3 Member/Associated States, inherently fostering transnational R&D and market insight sharing.
• European Cybersecurity Competence Centre (ECCC) network – Grantees gain privileged access to 700+ research teams and national competence centres, easing joint testbeds, staff exchanges and standardisation efforts.
• Living labs across borders – PET pilots can leverage federated data from hospitals in DE–FR–ES, or supply-chain datasets from NL–PL–IT, demonstrating scalability beyond national silos.
3. Alignment with Flagship EU Strategies
• Digital Europe Programme (DEP) – PETs enable secure European data spaces (health, industrial, mobility) foreseen in DEP & European Data Strategy.
• Green Deal / Twin Transition – Privacy-preserving energy-usage analytics support smart-grid optimisation while safeguarding consumer data; contributes to climate goals without sacrificing privacy.
• EU Chips & Quantum Initiatives – Crypto-agile, post-quantum PET building blocks complement the Chips Act’s push for secure hardware and the Quantum Flagship’s research on quantum-safe communication.
4. Regulatory Harmonisation Benefits
• Single GDPR framework – One legal baseline for all trials reduces compliance overhead versus 27 divergent national privacy laws outside the EU.
• EU-wide cybersecurity certification – PET components can obtain EUCC or future ‘High’ level certificates once instead of multiple national schemes, boosting market trust.
• Standard-setting influence – Horizon projects often feed directly into ENISA, CEN/CENELEC and ETSI work items, letting consortia shape harmonised PET standards that later become procurement prerequisites.
5. Access to Europe’s Innovation Ecosystem
• Top research infrastructures – Use pan-European HPC/AI facilities (LUMI, Leonardo, MareNostrum5) to benchmark PET algorithms at scale.
• EIT Digital & national clusters – Integrate with 3000+ partners for business acceleration, venture capital matchmaking and skills training.
• Talent pipeline – Mobility schemes (MSCA, Digital Europe scholarships) supply doctoral and post-doc experts in cryptography and usable security.
6. Funding Synergies & Leverage
• Combine with DEP testing facilities (up to €20 M grants) to host cross-sector PET sandboxes.
• Use EuroHPC or EDF for hardware-based trusted execution or military-grade PET adaptations.
• Cohesion Funds / Recovery & Resilience Plans can finance national roll-outs once Horizon prototypes are validated.
• InvestEU & EIC Accelerator offer scale-up equity for SME participants post-project.
7. Scale & Impact Potential
• Market opportunity – EU privacy-tech market projected to reach €22 bn by 2030; Horizon visibility eases venture funding and customer acquisition.
• Critical-infrastructure reach – Compliance with NIS2 widens addressable market to >160k essential entities obliged to adopt advanced security measures.
• First-mover advantage in post-quantum PETs – Early standards compliance positions EU suppliers ahead of US and Asian competitors when PQC migration deadlines hit.
8. Strategic Value of EU-Level Operation vs. National Projects
1. Economies of scale – Shared R&D costs across Member States lower unit cost of innovative PET modules.
2. Network effects – Federated learning & MPC become more accurate and resilient with diverse cross-border datasets unavailable in single-country projects.
3. Geopolitical resilience – EU technological sovereignty reduces dependence on foreign cryptographic stacks and cloud providers.
4. Policy influence – Consortium outputs feed directly into upcoming EU legislation (e-IDAS2 wallets, Data Act implementing acts).
5. Unified dissemination channels – Leverage EU-level events (CPDP, ENISA Cybersecurity Certification Conference) for wider impact.

Actionable Recommendations for Applicants
• Build a tri-layer consortium: (1) core PET researchers, (2) sectoral data-space owners (health, energy, finance), (3) SMEs providing UX, blockchain or edge-device expertise.
• Plan multi-country pilots that map to priority data-spaces (e.g., European Health Data Space) to show EU-wide scalability and compliance.
• Reserve budget for standardisation & policy liaison tasks (CEN/CENELEC JTC 13, ENISA ad-hoc working groups).
• Use the lump-sum model to fund agile iterations and rapid tech-transfer to DEP digital innovation hubs.
> Harnessing EU-level advantages will not only maximise evaluation scores under “Excellence” and “Impact” but also position your PET solutions as default privacy infrastructure across the European Single Market.
