Strategic Purpose
This CSA is the European Commission’s flagship initiative to sustain and coordinate a pan-European computing ecosystem that seamlessly spans the full continuum from *ultra-low-power IoT devices* to *edge*, *cloud* and *HPC* infrastructures. It aims to:
1. Provide annually updated, consensus-based R&I roadmaps that bridge Destinations 3 & 4 and all relevant Joint Undertakings.
2. Establish a permanent support structure offering conferences, summer schools, vision workshops and policy roundtables.
3. Integrate academic insight, industrial priorities and societal needs, including security-by-design, real-time constraints and the use of generative AI for computing-system engineering.
Budget Logic
While the ceiling is €85 million, typical successful CSAs of similar breadth request €3-7 million. The high ceiling allows:
- Large-scale stakeholder engagement across your country and associated states.
- Continuous coordination with Chips JU, SNS JU, EuroHPC JU and IPCEI exploitation office.
- Production of living roadmaps (yearly updates, multilingual versions, online interactive tools).
- Organisation of high-impact flagship events (≈1 000+ participants) and specialised training (summer/winter schools).
Eligible Activities (non-exhaustive)
- Roadmapping: scientific foresight studies, Delphi rounds, technology watch.
- Networking & Skills: conferences, brokerage, PhD forums, hackathons.
- Policy & Standardisation Support: white papers, standard drafts, alignment with EU data-space and AI acts.
- Dissemination & Exploitation: open knowledge portals, podcasts, generative-AI-curated content.
Key Compliance Checkpoints
- Consortium min. 3 legal entities from 3 eligible your country.
- All partners must pass financial & operational capacity (Annex C).
- Open Science and Gender Equality Plans mandatory (for public bodies & >250 staff).
- Robust ethics and security self-assessment, esp. for dual-use/comms network protection.
