* Mobility & training schemes (researcher/engineer exchanges, open access to EU & ROK quantum infrastructures).

* Road-mapping & policy recommendations for long-term EU-ROK quantum cooperation.


2. Available Budget & Funding Rate

* Total topic budget: €85 000 000 (indicative).

* EU contribution per project: typically €4–10 M; larger flagship projects possible where justified.

* Funding rate: 100 % of eligible direct costs + 25 % flat-rate for indirect costs (Horizon Europe rules).

* Lump-sum or unit-cost options for mobility may be used; otherwise standard cost-based model.


3. Eligibility Snapshot

* Minimum consortium (HE Rules):

* 3 independent legal entities from 3 different EU Member States / Associated Countries (MS/AC).

* At least one ROK partner is strongly expected; Korean entities are funded by national sources (contact Korean MSIT/NRF). Provide their written commitment & budget table (costs = €0 in EU budget).

* Further priorities:

* Balance between EU & ROK partners (≈50/50 person-months desirable).

* Participation of EU Widening Countries welcomed.

* Involvement of actors active in standards bodies.

3. Quality & Efficiency of Implementation (20 %) – work-plan, risk mitigation, consortium, resources.

Thresholds: 4/5 (Excellence, Impact); 3/5 (Implementation); 10/15 overall.


6. Special Compliance Points

* Export-control & dual-use screening for quantum hardware/software.

* Data protection (GDPR) + Korean equivalents for shared datasets.

* Ethics self-assessment; security scrutiny for quantum-communication activities.

* Gender equality plans required for all public-sector & higher-education EU beneficiaries (≥50 staff).
