Overview
* Programme: Horizon Europe – Cluster 4 “Digital, Industry & Space”
* Call Identifier: HORIZON-CL4-2025-05-MATERIALS-42-two-stage
(part of the INDUSTRY two-stage call HORIZON-CL4-2025-05-two-stage)
* Type of Action: HORIZON-RIA – Research & Innovation Action (Lump-Sum MGA)
* Topic Budget: Up to €48 million EU contribution per project (topic budget is usually spread over 1–2 funded projects; final allocation decided by the EC).
* Funding Rate: 100 % of eligible direct costs (indirect costs covered via a 25 % flat-rate, all paid as a lump sum once the agreed work is completed).
* Project Duration: 36–48 months are typical for RIA actions of this size.
What the Grant Funds
The EU finances collaborative R&D that delivers:
1. New/Improved Innovative Advanced Materials (IAMs) for the construction sector with embedded monitoring, self-repair, circularity and SSbD features.
2. Digital enablers (AI, digital twins, data spaces, FAIR data) accelerating material design, qualification, maintenance and end-of-life strategies.
3. Prototypes + Proof-of-Concept demonstrators in relevant environments (target TRL 4‒6 by project end).
4. Validation of 30 % reductions in maintenance cost and environmental footprint, plus 30 % improved materials circularity.
5. Knowledge, standards & open data supporting industrial uptake, market acceptance and regulation.
Eligible Applicants
* Consortia of at least three independent legal entities from three different EU Member States or Horizon Europe associated countries (Article 22(2) HE Regulation).
– Industrial partners (materials producers, construction companies, sensor/ICT suppliers)
– Universities & RTOs (materials science, civil engineering, AI)
– SMEs & start-ups (3D printing, digital twins, sensor integration)
– End-users / asset owners (housing providers, infrastructure operators)
– Standardisation bodies & LCA / safety experts.
* Entities from non-associated third countries may join as non-funded partners or be funded if an explicit exception applies.
* Gender Equality Plan is mandatory for all public-sector beneficiaries (including universities) with ≥250 employees.
Two-Stage Deadline Model
1. Stage 1 – Short Proposal (max. 10 pages)
• Opens: 22 May 2025
• Deadline: 23 Sept 2025 – 17:00 (Brussels)
• Evaluated on Excellence & Impact only (threshold 4/5 & overall 8/10).
• ~3× oversubscription factor invited to stage 2.
2. Stage 2 – Full Proposal
• Deadline: 14 Apr 2026 – 17:00 (Brussels)
• Evaluated on all three criteria.
• Grant Agreement Preparation (GAP) expected Q3 2026, projects start Q1 2027.
Financial Particularities of the HORIZON Lump-Sum Model
* You propose a single global amount subdivided into work-package-based lump-sum instalments.
* No financial reporting of actual costs; payment conditional on completion of work packages and deliverables.
* Co-funding from beneficiaries is allowed but not mandatory; no profit rule still applies.
* Sub-contracts ≥€150 k require detailed justification upfront.
