What the Grant Funds
- Mapping & damage assessment of existing Ukrainian Technology Infrastructures (TIs) and services.
- User-needs analysis covering large companies, SMEs, RTOs, universities and public bodies.
- Gap & capacity-loss analysis attributable to Russia’s aggression.
- Investment agenda for rebuilding and future-proofing TI capacity (including individual facilities, service portfolios, networking mechanisms, EU–UA partnerships).
- Pilot establishment of a network of Ukrainian Technology Centres with integrated service offers and a scale-up roadmap.
- Stakeholder engagement & policy alignment with EU initiatives (OITBs, TEFs, EDIHs, etc.).
Eligible Applicants
- Any legal entity established in an EU Member State (MS), Associated Country (AC) or Ukraine.
- Minimum consortium requirement: *one* independent legal entity from an MS or AC (Horizon Europe CSA rule).
• However, given the topic’s scope, a multi-actor consortium featuring Ukrainian authorities, RTOs, universities, industry associations, SMEs and EU TI operators is strongly recommended.
- International organisations or entities from non-associated third countries may participate at their own cost unless specifically authorised.
Budget & Cost Model
- Lump-Sum Grant: The EC pre-approves a global amount covering all direct & indirect costs; beneficiaries report on milestones & work packages instead of cost statements.
- Payment Schedule:
• 20-30 % pre-financing
• Interim(s) linked to completed work packages
• Balance after approval of the Final Report.

- Typical CSA duration: 24–36 months (align timeline with Ukrainian reconstruction milestones).
Non-Financial Support from the EC
