Funding Description


The HORIZON-CL4-INDUSTRY-2025-01-TWIN-TRANSITION-37 call (RIA) under the *Clean Steel Partnership* offers up to €45 million per project to advance carbon-neutral iron and steel-making technologies. Projects must:


1. Validate innovative low-CO₂ routes (e.g. hydrogen DRI–EAF, smelting reduction with bio-carbon) with diverse, lower-grade input materials.

2. Solve system-level issues in at least two production pathways, demonstrating reliable product quality and energy/material efficiency.

3. Deliver an impact analysis (mass & energy balances, LCA/LCC, by-product valorisation) and a business case for industrialisation.


Key framework conditions:


* Type of Action: HORIZON-RIA (100 % funding for eligible direct costs + 25 % flat-rate indirect).

* Consortium: Minimum 3 entities from 3 different eligible countries (include academia, SMEs, plant builders, steelmakers, tech providers, analytical infrastructures).

* Opening date: 22 May 2025 - Deadline: 23 Sep 2025, 17:00 (Brussels).

* Single-stage submission; 45-page limit for Part B.


Use the budget to cover pilots at relevant TRLs (4-6), high-temperature sensors, multi-scale modelling, plant design optimisation, skills programmes, and clustering activities. Coordinators should secure letters of intent from industrial hosts giving access to pilot plants and material flows.
