Funding Description
Call Snapshot
* Title: Synergies and mutual learning with national and regional initiatives in Europe on Industrial decarbonisation (CSA)
* Call ID: HORIZON-CL4-INDUSTRY-2025-01-TWIN-TRANSITION-38
* Type of Action: HORIZON-CSA (Coordination and Support Action) — Lump-Sum
* Opening Date: 22 May 2025
* Deadline: 23 September 2025, 17:00 Brussels time (single-stage)
* Indicative EU Contribution per Grant: up to €45 million (lump-sum)
Policy Context
This CSA under Destination *“Achieving global leadership in climate-neutral, circular and digitised industrial and digital value chains”* supports the ERA Policy Agenda 2025-2027 and the Clean Industrial Deal by accelerating decarbonisation in energy-intensive industries. It aligns national/regional roadmaps with European instruments such as the SET-Plan, Net-Zero Industry Act, Processes4Planet & Clean Steel Partnerships, and the INCITE platform.
Expected Outcomes
1. Cross-border Cooperation: Structured network of national and regional authorities exchanging best practices on industrial decarbonisation.
2. Roadmap Alignment: Updated or newly developed national/regional decarbonisation roadmaps consistent with EU strategic documents.
3. Knowledge Valorisation: Systematic upload of funded projects to the INCITE database using JRC methodology.
4. Monitoring Toolbox: Common indicators and dashboards to track technological deployment and policy impact.
Eligible Activities
* Whole-of-government networking events and mutual-learning workshops.
* Comparative analysis of regional/national strategies versus EU roadmaps.
* Development of monitoring tools, KPIs and data-sharing protocols.
* Dissemination, knowledge-valorisation and capacity-building actions.
* Support for policy co-creation, including alignment with taxonomy and climate-mitigation regulations.
> Tip: This is not an R&D project; the focus is coordination, analysis, facilitation and strategic support. Budget lines must reflect staff time, events, studies, communication and subcontracted expertise rather than lab or pilot costs.

🇪🇺 Strategic Advantages
EU-wide Advantages and Opportunities for the CSA on Industrial Decarbonisation
1. Single Market Access – Turning 450 M Consumers into a Living Laboratory
• EU-wide technology validation: Solutions piloted under the CSA can directly tap into harmonised product, energy and carbon markets, shortening the path from demonstration to commercial uptake in all 27 Member States.
• Demand aggregation: Coordinated road-mapping lets regions pool public procurement (e.g. green steel, low-carbon cement), creating bankable demand volumes that de-risk private investment.
• Export springboard: Compliance with the EU Taxonomy, CBAM and Product Environmental Footprint acts as a quality seal, easing entry into third-country markets that replicate EU standards.
2. Cross-Border Collaboration & Mutual Learning
• Government-to-government network: The action mandates direct involvement of national & regional ministries/agencies, unlocking privileged access to policy levers (state-aid schemes, permitting, IPCEIs).
• Transnational industrial clusters: Mapping of regional roadmaps will reveal complementary assets (e.g. Swedish green hydrogen know-how matched with Spanish renewable overcapacity) and incubate joint investment platforms.
• Skills circulation: Joint workshops and secondments spread scarce expertise in LCA, CCUS, electrified process heating and digital twins, mitigating the talent bottleneck identified in the Net-Zero Industry Act.
3. Alignment with Flagship EU Policies
• European Green Deal & Fit-for-55: Direct contribution to −55 % GHG target via acceleration of low-carbon tech roll-out in energy-intensive industries (EIIs).
• Clean Industrial Deal: Provides the coordination backbone that the forthcoming Deal foresees for public–private R&I funding streams.
• ERA & SET-Plan: Operationalises the ERA Action on industrial transformation and dovetails with SET-Plan Action 6 (industry) work streams, avoiding duplication and maximising impact.
• Net-Zero Industry Act (NZIA): Roadmap stock-take feeds evidence into the NZIA Platform and guides selection of Strategic Projects.
4. Regulatory Harmonisation Benefits
• One methodology, 27 jurisdictions: Joint Research Centre (JRC) templates for INCITE data reporting create a common monitoring framework, cutting compliance costs for firms operating in multiple countries.
• Fast-track permitting: Exchange of best practices on “one-stop shops” and environmental impact assessment reduces lead times for FOAK demonstrators across borders.
• State-aid consistency: Shared interpretation of the Temporary Crisis & Transition Framework (TCTF) prevents distortions and legal uncertainty for investors.
5. Access to Europe’s Innovation Ecosystem
• Top RTOs & universities: Consortium building can intentionally draw on Fraunhofer, TNO, VTT, SINTEF, CEA, Tecnalia etc., accelerating technology readiness through existing pilot lines.
• Partnership synergies: Results can be mainstreamed into Processes4Planet, Clean Steel, Circular Plastics and Made in Europe partnerships, amplifying dissemination.
• Digital enablers: Links to European Data Spaces and Digital Europe programme give projects privileged access to industrial data sets and AI tools for process optimisation.
6. Funding Synergies & Leverage Effects
• Innovation Fund & CEF: CSA outputs (bankable project pipelines, standardised KPIs) improve the quality of large-scale applications to both instruments.
• European Structural & Investment Funds (ESIF): Regional roadmaps produced by the action can be ring-fenced in Smart Specialisation Strategies (S3), unlocking ERDF/Just Transition funds.
• EIB & InvestEU: Harmonised monitoring indicators answer due-diligence requirements of public banks, smoothing access to blended finance.
• Interreg & LIFE: Pilot cross-border demonstrators identified through the CSA are well-placed for subsequent territorial cooperation or environmental funding.
7. EU-Scale Deployment & Impact Potential
• Critical mass for deep decarbonisation: Coordinated implementation can reach the >60 Mt CO₂e savings potential in EIIs estimated by the JRC for 2030.
• Standard setting leadership: EU-wide harmonised benchmarks on low-carbon processes set global reference points, anchoring European firms at the forefront of emerging value chains (green steel, sustainable chemicals, low-carbon cement).
• Social acceptance & workforce up-skilling: Common training modules (eligible for ESF+) ensure a just transition and help disseminate Industry 5.0 concepts across Europe.
8. Strategic Value of Acting at EU Level
• Economies of scale that no single Member State can reach alone (shared R&I infrastructures, joint hydrogen backbones).
• Policy coherence across climate, energy, industrial and digital domains, reducing fragmentation and increasing investor confidence.
• Global competitiveness: A united European front accelerates time-to-market, cements supply-chain resilience and reinforces the EU’s negotiating power in international climate and trade fora.
Bottom line: Leveraging this CSA at EU level transforms fragmented national efforts into a coordinated, investment-ready portfolio, dramatically increasing the likelihood that Europe’s energy-intensive industries achieve climate neutrality while safeguarding competitiveness and high-quality jobs.
