Funding Overview: Knowledge Sharing for Global Road Transport R&I
This Horizon Europe call, HORIZON-CL5-2025-04-D5-19, is a Coordination and Support Action (CSA). Its primary goal is not to fund new research, but to coordinate and support the existing and future road transport Research and Innovation (R&I) ecosystem across Europe and globally. The action aims to enhance the EU's competitiveness and support key policy objectives.
This initiative is strategically positioned to support high-level European policies, including:
* The European Green Deal
* The New European Industrial Policy
* The European Union Digital Strategy
* Vision Zero for road safety
* The United Nations (UN) Sustainable Development Goals (SDGs)
Key Focus Areas & Activities
The project must address a wide range of activities designed to connect, analyse, and promote the road transport sector. This includes:
## Analytical and Strategic Tasks
* Widening Participation: Engaging a broader, more diverse set of stakeholders, particularly from underrepresented regions and domains.
* Identifying Future R&I Needs: Analysing the state of the art, future requirements, technical trends, and 'white spots' to guide future research.
* Overcoming Deployment Barriers: Conducting in-depth analysis of barriers to deploying EU research results in specific areas: Urban zero-emission mobility, Air quality, Road safety, Zero-emission long-haul logistics, and Digitalisation of road transport (including AI and Software Defined Vehicles).
* Research Infrastructure (RI) Strategy: Assessing Europe's current road transport RIs and developing a strategy for a future RI ecosystem.
* Skills and Standards: Supporting the identification and scaling up of activities related to education, training, and standardisation.
## Dissemination and International Cooperation
* Events and Workshops: Organising at least four specific events to disseminate results, plus providing direct support (financial, organisational, communication) to the annual Road Transport Research Conferences.
* EU-US Cooperation: Analysing and supporting alignment with US R&I programmes (DoE, DoT) in decarbonisation and digitalisation.
* Global South Engagement: Analysing and promoting the replication of EU electromobility solutions in emerging economies (Africa, Asia, Latin America), linking with initiatives like the Global Gateway.
Funding Mechanism
This grant is awarded as a HORIZON Lump Sum Grant. This means funding is not based on reporting eligible costs. Instead, payments are linked to the successful completion of the activities and deliverables defined in the Work Packages of your proposal. This requires a meticulously planned project structure and a clear, justifiable budget breakdown from the outset.

🇪🇺 Strategic Advantages
EU-Wide Advantages & Opportunities: HORIZON-CL5-2025-04-D5-19
This Coordination and Support Action (CSA) is strategically designed to leverage the unique strengths of the European Union, acting as a catalyst for integration, innovation, and global competitiveness in the road transport sector. Its value lies not in funding a single technology, but in weaving together the fabric of the entire European road transport research and innovation (R&I) ecosystem.
1. European Integration and Strategic Autonomy
This grant directly strengthens the cohesion and strategic independence of the EU in a critical economic sector.
**Strengthening the European Research Area (ERA)**
• Inclusive Growth: The call explicitly mandates widening the R&I environment to include stakeholders from underrepresented geographical and thematic areas. This directly addresses the core ERA objective of reducing the R&I divide, ensuring that all Member States can contribute to and benefit from cutting-edge transport research.
• Coordinated Strategy: By identifying future R&I needs, white spots, and pre-competitive activities at a pan-European level, the project creates a unified research agenda. This prevents fragmentation and duplication of effort at the national level, leading to a more efficient and impactful European R&I landscape.
• Harmonized Infrastructure Planning: The task to assess current research infrastructures (RIs) and develop a strategy for a European RI ecosystem is a paramount integration effort. It fosters a move away from siloed national facilities towards a powerful, interconnected network that supports EU priorities and enhances collective research capacity.
2. Cross-Border Collaboration and Network Effects
The project's essence is to build bridges and foster a collaborative environment that transcends national borders.
**Building Pan-European Innovation Networks**
• Ecosystem Hub: The project is positioned as a central node, connecting disparate actors across the continent. It will provide direct support to pivotal EU-level events and partnerships like the Road Transport Research Conferences, ERTRAC, 2Zero, CCAM, and BATT4EU. This creates unparalleled networking opportunities for participants, fostering multinational consortia for future Horizon Europe calls.
• Knowledge Exchange Platform: By organizing dedicated workshops and events, the project facilitates the exchange of best practices, technological breakthroughs, and policy insights among researchers, industry leaders, and public authorities from all over the EU. This accelerates the learning curve for all participants.
3. Alignment with Core EU Policies
Success in this grant demonstrates a direct contribution to the EU's flagship political and strategic priorities.
**Driving the European Green Deal**
• The project's focus on “Urban zero-emission mobility”, “Improved air quality”, and “Zero-emission long-haul logistics” directly supports the EU's 2050 climate neutrality target and the 'Fit for 55' package. It will help identify the R&I pathways needed to decarbonize one of Europe's highest-emitting sectors.
**Accelerating the EU's Digital Strategy**
• By addressing the “Digitalisation of road transport”, including AI, Big Data, and Software Defined Vehicles, the project aligns perfectly with the 'A Europe fit for the Digital Age' agenda. It will help ensure the EU remains competitive and sovereign in the face of rapid technological transformation in mobility.
**Championing Vision Zero**
• The specific area of “Future road safety” directly contributes to the EU's long-term goal of eliminating fatalities and serious injuries on European roads, a shared societal challenge that requires a coordinated, EU-wide approach.
4. Pan-European Market Access and Harmonization
The project lays the groundwork for a more seamless and competitive Single Market for transport technologies and services.
**Paving the Way for EU-Wide Standards**
• The mandate to support standardization activities is critical for market access. By fostering consensus on technical standards across the EU, the project helps eliminate technical barriers to trade, ensures interoperability (e.g., for connected vehicles and charging infrastructure), and creates a level playing field for businesses operating across the 450-million-consumer Single Market.
**Scaling Up Skills and Competencies**
• Addressing education, training, and reskilling at an EU level ensures the European workforce is prepared for the green and digital transitions. This fosters labour mobility and provides European industry with the human capital needed to innovate and grow.
5. Global Leadership and International Competitiveness
This grant is an instrument of EU industrial policy on the global stage, enhancing competitiveness and exporting European solutions.
**Strengthening Transatlantic Cooperation**
• The specific requirement to follow up on EU-US symposia and align with US research programmes (DoE, DoT) provides a unique opportunity for European stakeholders. It facilitates strategic dialogue, promotes joint approaches to global challenges like decarbonization, and strengthens the EU's position in setting international standards.
**Leveraging the Global Gateway Strategy**
• By analysing and disseminating EU-funded electromobility solutions in Africa, Asia, and Latin America, the project acts as a vehicle for the EU's Global Gateway strategy. This opens new markets for European industry, promotes sustainable development abroad, and enhances the EU's geopolitical influence by showcasing its technological leadership and values.
