What the EU Will Fund
1. Real-time, tamper-proof emission monitoring for *all* pollutants listed in the topic (e.g. NOx, CH₄, N₂O, UFP, BC, PN, NMVOC, formaldehyde) on vessels using conventional and alternative fuels.
2. Deployment in six TEN-T ports (3 Core, 3 Comprehensive; min. one inland-waterway only; min. one Climate-Neutral & Smart Cities Mission city) across at least three sea basins.
3. Static, mobile and on-board sensing networks that feed into an automatic reporting & verification system (ARVS) interoperable with CountEmissions EU rules.
4. Methodological frameworks for:
* Harmonised measurement, calibration & certification
* Engine testing that reflects real-world duty cycles
* Vessel emission grading comparable to EURO classes
5. Decision-support tools for authorities and ship operators, incl. rebate mechanisms, risk-area mapping and enforcement evidence.
6. Impact assessment & mitigation plans for neighbouring cities, aligned with Climate City Contracts and Zero-Pollution Action Plan targets.
