GenAI4EU: Creating European Champions in Generative AI


What the Grant Funds

* Development, maturation and commercial roll-out of breakthrough Generative AI (GenAI) technologies that strengthen European digital sovereignty, e.g. foundation models, multimodal LLMs, domain-specific generative systems, enabling hardware or software tool-chains.

* Activities from TRL 5 → 8 (prototype validation in relevant environment up to first-of-a-kind commercial deployment).

* Complementary non-technological work (regulatory sandboxing, data governance, standardisation, AI-Act compliance-by-design, IP management, go-to-market).


Funding Model

* EIC Accelerator Lump-Sum Grant: up to ~€2.5 million (70 % of eligible costs) for innovation activities.

* Optional EIC Equity/Quasi-equity (managed by EIC Fund) up to €15 million for market scaling.

* Total indicative budget for the Challenge: €634 million across both 2025 cut-offs.


Eligible Applicants

* Single for-profit, highly innovative SMEs (incl. start-ups) established in an EU Member State or Associated Country (see _Annex B_ of the [Horizon Europe General Annexes](https://ec.europa.eu/info/funding-tenders/opportunities/docs/2021-2027/horizon/wp-call/2023-2024/wp-general-annexes_horizon-euratom_en.pdf)).

* “Small mid-caps” (<500 FTE) are eligible only for blended finance (grant + equity) or equity-only.

* Third-country partners may participate without EU funding if justified.
