AI-generated Digital Twins for Science (HORIZON-INFRA-2025-01-TECH-04)
Why this call matters
Horizon Europe is investing up to €45 million per project to turbo-charge Research Infrastructures (RIs) with state-of-the-art Generative AI. The action supports the GenAI4EU and Apply-AI strategies, aiming to deliver trustworthy, domain-spanning digital twins that can:
* model highly complex real-world systems (health, transport, agriculture, environment, manufacturing, Clean Industrial Deal, etc.)
* fuse simulation & observation data for fast, on-demand impact analysis
* open research workflows to non-technical decision-makers through intuitive scenario definition
Eligible activities
1. Design or enhancement of digital twins using Foundation Models, federated learning, AI Factories, EuroHPC, AI-on-Demand, Destination Earth standards, etc.
2. Demonstration in ≥3 application scenarios and ≥2 scientific domains in a relevant environment leading to sustainable operations.
3. Creation of new best-practice guidelines for AI-enabled modelling, data fusion and visualisation.
4. Contributions to European AI Factories and GenAI4EU Hub.
Financial framework
* Type of Action: Research & Innovation Action (RIA) — Lump-Sum Model Grant Agreement.
* Maximum EU contribution per grant: €45 000 000 (actual lump sum to be agreed during grant preparation).
* Funding rate: 100 % of eligible lump-sum budget.
* Single-stage submission: Opens 06 May 2025, closes 18 Sep 2025 17:00 Brussels time.
Strategic fit
Projects must show clear alignment with EU policy priorities (Digital Decade, Green Deal, Clean Industrial Deal, AI Act) and deliver measurable socio-economic benefits across your country and the wider EU.

🇪🇺 Strategic Advantages
EU-Wide Advantages & Opportunities for "AI-generated digital twins for science" (HORIZON-INFRA-2025-01-TECH-04)
1. Single Market Access – 450 + Million End-Users at Reach
- Pan-European demand for AI-driven simulation services in healthcare, transport, agriculture, environment & manufacturing can be addressed through one project, avoiding fragmented national roll-outs.
- Unified standards for data spaces (e.g. EHDS, Mobility Data Space, Green Deal Data Space) reduce integration costs and allow plug-and-play deployment of digital-twin outputs across 27 Member States.
- Freedom of movement of goods, data and services enables consortia to host computing in one country, ingest data from another and deliver insights EU-wide without customs or data-localisation barriers (GDPR compliant).
2. Cross-Border Collaboration & Knowledge Exchange
- Grant explicitly encourages at least three application scenarios and two scientific domains, ideal for building consortia that combine e.g. Finnish health RIs, German manufacturing testbeds and Spanish agri-tech data farms.
- Mutual recognition of research qualifications (ERA) facilitates staff secondments and joint doctorates, accelerating capacity building.
- Access to ERICs (European Research Infrastructure Consortia) such as Euro-BioImaging, LifeWatch or ECCSEL provides ready-made governance and data pipelines.
3. Alignment with Key EU Strategies
- GenAI4EU & Apply AI: project acts as a lighthouse for trustworthy GenAI, directly supporting policy objectives.
- European Green Deal / Clean Industrial Deal: digital twins deliver resource-efficient industrial processes, contributing to Fit-for-55 emission targets.
- Digital Decade 2030: strengthens EU target of 75 % enterprises using cloud/AI/big data, and 20 % global share of advanced semiconductors (via EuroHPC linkage).
- Open Science & EOSC: lump-sum model incentivises FAIR data outputs that can be harvested by European Open Science Cloud.
4. Regulatory Harmonisation & Trustworthy AI
- AI Act conformity: building-in high-risk AI requirements once, valid EU-wide, lowers legal overhead versus 27 separate regimes.
- Alignment with Destination Earth standards secures interoperability with emerging EU decision-support infrastructure on climate and socio-economic impacts.
- Cybersecurity Act / NIS2: single certification schema for cloud & HPC nodes reduces audit duplication.
5. Access to a Pan-European Innovation Ecosystem
- Integration with AI Factories, EuroHPC, DIHs (Digital Innovation Hubs) & EDIHs unlocks state-of-the-art compute, sandboxes and mentoring.
- Collaboration with EIC-funded start-ups provides commercialisation pathways; EIT KICs offer entrepreneurship training.
- Synergies with EU Skills Agenda allow workforce upskilling through funded micro-credentials on digital-twin engineering.
6. Funding Synergies & Blended Finance
- Cumulative funding possible with Connecting Europe Facility (CEF-Digital) for cross-border 5G/edge infrastructure feeding real-time data.
- LIFE & Horizon Cluster 5 calls on climate adaptation can integrate the twin outputs for validation, multiplying impact scores.
- EIB & InvestEU can scale piloted twins to TRL 9 through venture debt or thematic windows (Sustainability, Digitalisation).
7. Scale, Impact & Sustainability
- EU level ensures critical mass of data diversity → more accurate & generalisable foundation models.
- Economies of scale in HPC usage via EuroHPC coupons lower per-simulation cost, increasing experiments run per euro.
- Policy reach: outputs can feed directly into EU agencies (EMA, ECHA, ERA) for evidence-based regulation, raising visibility and uptake.
- Market replication potential beyond EU through Association Agreements (e.g. Norway, Switzerland) and Global Gateway partnerships.
8. Strategic Recommendations to Maximise EU Advantage
1. Form a geographically balanced consortium (≥ 3 MS/AC) combining RIs, AI SMEs, policy users & industry; leverage widening countries for higher excellence impact scores.
2. Embed EOSC & GAIA-X standards from day one to future-proof interoperability.
3. Allocate work packages for AI Act conformity assessment to demonstrate regulatory leadership.
4. Co-create with European Standards Organisations (CEN/CENELEC/ETSI) to fast-track twin-related norms.
5. Plan post-project sustainability via DIH subscription models & EIB blended finance, ensuring twins remain operational after EU funding.
Bottom line: Competing at EU scale through this Horizon-RIA unlocks larger datasets, bigger compute, harmonised rules and unparalleled market reach that no single Member State can match, positioning the consortium at the forefront of global digital-twin science.
