Why this call matters

Horizon Europe is investing up to €45 million per project to turbo-charge Research Infrastructures (RIs) with state-of-the-art Generative AI. The action supports the GenAI4EU and Apply-AI strategies, aiming to deliver trustworthy, domain-spanning digital twins that can:

* model highly complex real-world systems (health, transport, agriculture, environment, manufacturing, Clean Industrial Deal, etc.)

* fuse simulation & observation data for fast, on-demand impact analysis

* open research workflows to non-technical decision-makers through intuitive scenario definition


Eligible activities

1. Design or enhancement of digital twins using Foundation Models, federated learning, AI Factories, EuroHPC, AI-on-Demand, Destination Earth standards, etc.

2. Demonstration in ≥3 application scenarios and ≥2 scientific domains in a relevant environment leading to sustainable operations.

3. Creation of new best-practice guidelines for AI-enabled modelling, data fusion and visualisation.

4. Contributions to European AI Factories and GenAI4EU Hub.


Financial framework

* Type of Action: Research & Innovation Action (RIA) — Lump-Sum Model Grant Agreement.

* Maximum EU contribution per grant: €45 000 000 (actual lump sum to be agreed during grant preparation).

* Funding rate: 100 % of eligible lump-sum budget.
