Funding Overview – HORIZON-JU-EUROHPC-2025-AIFA-01 "AI Factory Antennas"
Purpose of the Call
The EuroHPC Joint Undertaking (JU) will fund the creation of national "AI Factory Antennas" that extend the services and user-base of an already selected EuroHPC AI Factory (calls 2024-CEI-AI-01/02). Each Antenna will act as a one-stop-shop for its national AI ecosystem, offering access to EuroHPC AI-optimised supercomputing, datasets, skills programmes and business acceleration services.
What the Grant Funds
* Establishment and operation of the AI Factory Antenna hub (physical and/or virtual)
* User-support services (on-boarding, porting, algorithmic optimisation, help-desk)
* Training & up-skilling (courses, summer schools, fellowships)
* Data facilities (repositories, secure data spaces, governance tools)
* Small-scale AI compute equipment for fine-tuning/validation (optional)
* Networking & community-building with other Antennas, EuroHPC competence centres, EDIHs, TEFs, ALT-EDIC, etc.
* Actions ensuring compliance with the AI Act (trustworthy AI frameworks, testing & validation)
* Project management, dissemination, KPI monitoring and impact assessment.
Budget Envelope & Funding Rate
* Maximum EU contribution per project: €35 million.
* Action type: HORIZON-JU-RIA (Research & Innovation Action) under the EuroHPC JU Regulation.
* Funding model: Budget-based action grant (HORIZON-AG).
* Typical co-funding: EuroHPC JU generally covers up to 50 % of total eligible costs; the *Participating State* (and/or private co-investment) must cover the remaining share.
* National commitment letter is mandatory and must confirm the co-funding share not covered by the EU or the established AI Factory’s hosting country.
Eligibility Snapshot
1. The proposal represents one single EuroHPC Participating State that has not yet been selected to host / co-host an AI Factory.
2. Consortium can be one legal entity or several entities located in that same Participating State.
3. A pre-agreed association (Letter of Intent) with an *established* AI Factory is compulsory; this will evolve into an MoU after selection.
4. Applicants must perform at least the activities listed in Art. 4(h)(iv–viii) & comply with Art. 9(5a) EuroHPC Regulation.
5. Entities already benefiting from an AI Factory grant or participating in another Antenna are ineligible.
6. Standard Horizon Europe rules on admissibility, financial/operational capacity, ethics and exclusion apply.

* Single-stage deadline: 30 July 2025 – 17:00 (Brussels time)
* Max. proposal length: 70 pages (Part B).
* Evaluation → Grant Agreement signature: ~6-7 months after deadline.
Evaluation & Award
Projects are scored on standard Horizon Europe criteria (Excellence, Impact, Quality & Efficiency of Implementation) with the usual thresholds (≥4/5 in each, ≥12/15 overall).
Because this is an EU Synergy call, evaluators will also check alignment and complementarity with the linked established AI Factory.
