Purpose of the Call

The call aims to create core technologies, protocols and architectures that work seamlessly across terrestrial networks (TN) and non-terrestrial networks (NTN)—including satellites, HAPS, drones and other 3-D nodes—thereby eliminating today’s “hybrid network” barriers. Successful projects will deliver:

1. A unified control & user plane enabling end-to-end service continuity and roaming between TN and NTN segments.

2. Dynamic routing & resource allocation in multi-orbit, multi-dimensional constellations (incl. optical ISLs at system level).

3. Spectrum-efficient schemes (FR3 7–15 GHz, extendable to 24 GHz) and dynamic re-use of TN bands for NTN.

4. Multi-tenancy & slicing spanning space, aerial and terrestrial assets, supporting PPDR, D2D and aeronautical use cases.

5. Independent reconfiguration of the space segment for performance, security and resilience.


Why It Matters

The action underpins the *Smart Networks & Services Joint Undertaking (SNS JU)* ambition to give Europe technological sovereignty in 6G by merging space and terrestrial connectivity. Outcomes will feed later large-scale demos, ESA partnerships and CubeSat-grade pilots, reinforcing the EU industrial base and reducing technological dependencies.
