Funding Description

What the Call Finances

* Establishment and operation of 4–5 soil-health Living Labs (10–20 real-life trial sites each) in one main biogeographical region (Continental, Boreal or Alpine).

* Baseline soil monitoring and continuous data collection using the indicators proposed in the draft Soil Monitoring & Resilience Directive plus context-specific add-ons.

* Co-creation, testing and up-scaling of locally adapted soil-health solutions across agricultural, (peri-)urban, forest or (semi-)natural land uses; demonstration costs for Lighthouse sites are eligible.

* Multi-actor engagement & capacity building (workshops, training, citizen science, arts-based approaches, stakeholder consultations, youth engagement).

* Socio-economic analyses (cost–benefit, business modelling, policy assessments, behavioural studies) and SSHA activities.

* Networking & clustering with SOILL, EUSO, SoilWise, previous Mission Soil projects, ESFRI RIs, relevant European Partnerships, EIP-AGRI OGs.

* Long-term sustainability planning (development of blended-finance schemes, public–private partnerships, investment attraction).

* Financial Support to Third Parties (FSTP) up to €60 000 per third-party to involve small actors (e.g. farmers, SMEs, NGOs).


Budget & Funding Rate

* Type of Action: HORIZON-RIA (100 % funding of eligible direct costs + 25 % flat-rate indirect costs).

* Indicative EU contribution per project: up to €36 million (no formal minimum/maximum, but budget must be commensurate with objectives).

* Project duration: typically 4 years, but longer durations are allowed to capture slower soil processes.


Eligibility Snapshot

* Consortium: ≥3 independent legal entities from ≥3 different EU Member States or Horizon-Europe-Associated Countries; majority of Living Labs must sit in ONE of the three target regions, but at least three MS/AC must host sites.

* Exclusions: proposals consisting only of brownfield sites (different topic covers those).

* Multi-actor approach is compulsory – researchers, land managers, SMEs/industry, public authorities & civil society must all have clear, budgeted roles.

* Data obligations: All data must be FAIR and shared with EUSO; Open-Access publications are mandatory.
