**2. What the Grant Funds**
The EU will finance large-scale demonstrations that simultaneously:
1. Design & implement two real-life housing pilots (1 new build + 1 renovation/retrofit) within the social/affordable sector, each integrating a package of market-ready technologies and methods, e.g.:
• Industrialised off-site or modular construction
• Circular, bio-based or carbon-storing materials
• Digital twins, BIM + AI for predictive O&M
• Nature-based solutions for climate adaptation
2. Develop innovative business / procurement / financial models that cut life-cycle costs while safeguarding quality and aesthetics.
3. Apply NEB principles – sustainability, inclusion & beauty – improving well-being and neighbourhood identity.
4. Ensure transdisciplinary co-creation with residents, local authorities, SMEs, cultural & social sciences and humanities (SSH) actors.
5. Generate replicable knowledge and feed results to the NEB Hub for Results & Impact (≥0.2 % of budget earmarked for sharing activities).
**3. Eligible Activities & Cost Items**
* Personnel, equipment, prototypes and pilot construction/retrofit costs (incl. purchase or lease of modules, sensors, NBS components).
* Digital tools & data platforms (BIM, AI, IoT integration).
* Design, stakeholder engagement & participatory workshops (incl. artists, designers, social scientists).
* Monitoring & performance assessment (energy, carbon, social KPIs).
* Communication, dissemination, exploitation (NEB Hub, open data, policy briefs).
* Financial Support to Third Parties (FSTP): up to €60 000 per SME/social-housing actor to test or scale specific solutions (total FSTP budget ≤ €1 M is common, but not capped by the call).

* Public or private organisations established in EU Member States or Horizon-associated countries.
