What the Grant Funds
* Research & Innovation Actions (RIA) – Lump-Sum Model: 100 % financing of the work needed to reach TRL-6 for Hyper-Connected ATM and Digital Voice, and up to TRL-5/6 for “Aircraft-as-a-Sensor” sub-elements.
* Typical cost items covered (all folded into the lump-sum): personnel, subcontracting, prototypes (avionics, antennas, multilink routers, LIDARs, sensors), integration in test aircraft, laboratory and flight-trial hours (including airport & ANSP charges), cybersecurity hardening & audits, spectrum compatibility studies, data-management & standardisation activities, dissemination & exploitation, and project management.
* Maximum EU Contribution per Grant: €93 000 000 (one grant expected, but the JU may decide to split if several strong, complementary consortia apply).
Lump-Sum Specifics
* Proposal must present a detailed cost breakdown and work package level lump-sum values. Payments will be triggered once the JU accepts the corresponding deliverables/milestones – no cost reporting ex-post.
* Include a cash-flow table demonstrating that the consortium can pre-finance activities until each interim payment.
Eligibility Snapshot
* Consortium: Minimum 3 independent legal entities from 3 different EU Member States or Horizon Europe Associated Countries.
