Budget Logic

As a lump-sum RIA, the EU will pre-agree a fixed amount based on your detailed cost estimation. Payments are triggered by milestone delivery—not by cost reporting—simplifying administration but raising the bar on planning accuracy.


Eligible Applicants

- Legal entities in EU Member States and Horizon Europe Associate Countries are automatically eligible.

- Entities from other states may participate if they secure funding in their home country.

- Security restrictions apply (critical communications). Consult your NCP in your country early.


Thematic Must-Haves

Projects must convincingly cover at least one and preferably an integrated set of the following R&I blocks:

- Environment-driven trajectory planning & optimisation (including probabilistic ATM constraint handling)

- Large-scale WER concept of operations, tools, certification pathways

- Enhanced TMA operations through dynamic FMS/autopilot & airspace management

- Voluntary climate-impact mitigation for individual flights (eco-yoyo, contrail avoidance)

- Geometric altimetry (procedures, avionics, mixed environments, separation minima)


Multi-disciplinary, air–ground integrated validation (simulations + flight trials) is strongly encouraged, leveraging your country’s research infrastructures and airspace testbeds.
