Funding Description – HORIZON-SESAR-2025-DES-IR-02-WA6-1
Instrument: HORIZON-JU-IA (Innovation Action) – Lump-Sum Model
Indicative EU Contribution per Grant: up to €93 000 000
Co-funding rate: 60 % of eligible costs for profit entities; up to 100 % for non-profit entities (as per Horizon Europe IA rules and the SESAR 3 JU Statutes).
What will be funded
* Design, prototyping, validation and pre-industrial demonstration (TRL 4 → 6) of U3 U-space advanced services and enabling CNS capabilities listed in the Scope, e.g.:
* Dynamic Airspace Reconfiguration (DAR) and Collaborative ATC/UTM interface.
* Enhanced, fair and interoperable flight-authorisation processes (two-step, limited, non-FIFO, geozone permissions).
* Tactical separation management and combined strategic/tactical concepts.
* Automated ground-risk assessment, geofencing framework, counter-UAS services, infrastructure monitoring, noise-impact mitigation, etc.
* Development of open standards, data models, algorithms, prototypes (software/hardware) and validation campaigns incl. live trials and fast-time simulations.
* Creation of safety, security and socio-economic assessments, regulatory roadmaps and proposals for standardisation.
Eligible Activities (non-exhaustive)
* R&I tasks, system engineering, simulation, flight testing, safety & security assessment, standardisation support, dissemination & exploitation, coordination.
* Procurement/leasing of test platforms (UAS, C-UAS, sensors), limited to what is strictly necessary for R&I.
* Personnel, subcontracting, travel, IPR management and communication costs directly linked to the project.
Who can apply
* Minimum consortium: 3 independent legal entities from 3 different EU Member States or Horizon Europe Associated Countries.
* Typical actors: ANSPs, USSPs, airports, OEMs, UAS operators, CNS/telecom suppliers, software SMEs, research centres, universities, municipalities, military/state users.
* Non-EU partners may participate if they secure own funding or are from an Associated Country.
* Projects involving sensitive technologies must respect the “protection of European communication networks” clause (see call conditions).
Financial Specifics
* Lump-Sum: the EU contribution is fixed at Grant Agreement signature based on the detailed budget; payments are triggered by completion of work packages, not by real cost reporting – simplifying administration but requiring robust planning.
* No additional funding top-ups (e.g. EIC Seal of Excellence) are foreseen.
* Cumulative funding is forbidden: activities already financed by other EU programmes cannot be claimed again.
