Strategic Integrated Projects – Environment (LIFE-2025-STRAT-ENV-SIP)
Financial Envelope
* Total EU contribution per grant: up to €72 000 000.
* Co-funding rate: typically 60 % of eligible direct costs. Higher rates apply only to specific activities explicitly listed in the LIFE Regulation – check the Call Document.
* Complementary financing: The SIP must mobilise and coordinate other funding streams (ERDF, CAP, Horizon Europe, private, national, etc.) for actions outside the SIP budget. Double funding of the same cost item is strictly forbidden.

Eligible Intervention Areas
1. Circular Economy – officially adopted action plans/roadmaps aligned with the EU Circular Economy Action Plan.
2. Waste – compliant Waste Management Plans (Art. 28) or Waste Prevention Programmes (Art. 29) of the Waste Framework Directive.
3. Water – RBMPs, FRMPs, Marine Strategies or Drought Management Plans.
4. Air – Air Quality Plans or National Air Pollution Control Programmes.
5. Noise – Noise Action Plans under the Environmental Noise Directive.
Geographic & Institutional Eligibility
* Coordinators must be legal entities established in an EU Member State or Overseas Countries and Territories associated to LIFE.
* Competent authorities responsible for the targeted plan/strategy should preferably coordinate or co-lead the consortium.
* At least one associated beneficiary must be an authority with a legal mandate over the plan/strategy.
Indicative Project Size & Duration
* Recommended EU request: €10 – 30 million; exceptionally up to the €72 million ceiling when justified by the scope.
* Revolving multi-phase mechanism: each phase ≈ 3 years (minimum), enabling adaptive programming and simplified amendments.
* Typical total duration: 6–12 years.
Key Restrictions
* No other EU grants may be used as match-funding inside the SIP budget.
* The targeted plan/strategy must be officially adopted before the Full Proposal deadline.
* Investments producing significant revenue must comply with Article 209 EU Financial Regulation (revenue-generating activities).
