Funding Description – **RFCS-2025 Steel Pilot & Demonstration Projects (PDP)**
🇪🇺 Programme Context
The Research Fund for Coal & Steel (RFCS) supports R&I that accelerates the EU Green Deal and delivers a near-zero-carbon steel industry by 2050. Pilot & Demonstration Projects (PDP) are large-scale, close-to-market actions that validate breakthrough technologies in an operational environment.
🔍 What the Grant Funds
* Full-scale pilots and demonstration plants that prove technical & economic viability of:
* Near-zero-carbon iron & steel making (carbon direct avoidance, smart carbon use, hydrogen-based routes, electrification).
* Process-chain optimisation, AI/digital twins, big-data-driven control.
* Circular-economy solutions: scrap upgrading, waste‐heat recovery, by-product valorisation.
* Advanced steel grades, high-performance applications and eco-design.
* Workforce upskilling, H&S, and social aspects linked to decarbonised production.
* Accompanying activities embedded in the demo (LCA, standardisation, business modelling, socio-economic assessment, dissemination, IP management).
👥 Eligible Applicants
* Consortia of ≥ 2 independent legal entities established in ≥ 2 EU Member States or Horizon Europe Associated Countries.
* Typical partnerships: steelmakers, technology suppliers, research organisations, universities, SMEs, energy providers, digital specialists, standardisation bodies, trade unions.
* Industrial leadership is expected – at least one plant owner/operator able to host the pilot line.
💶 Budget & Funding Rate
* EU contribution for PDPs is up to ~50 % of total eligible direct costs (60 % if activities are demonstrably environmental protection measures).
* No formal ceiling per project, but historical RFCS PDPs range €10 – €40 million EU funding.
* Indirect costs: flat-rate 7 % of eligible direct costs (excl. subcontracting).
* No pre-defined TRL, yet proposals should move from TRL 6→8 during the project.
