🇪🇺 Strategic Advantages

EU-Wide Advantages and Opportunities for the “XR2Industry 3rd Open Call for Use Cases”

1. Single Market Access (≈ 450 million consumers)

- Pan-European Deployment of XR-enabled Industry 5.0 Solutions: By piloting in at least two Member States, consortia can validate interoperability across diverse industrial environments (manufacturing, logistics, energy, etc.), smoothing the path to commercial roll-out in all 27 EU countries plus EEA/EFTA states.

- Public Procurement Leverage: Successful use-cases can later tap into the €2 trillion EU public-procurement market, where XR is entering mainstream (e.g., digital twins for infrastructure, defence, healthcare).

- VAT & Customs Simplicity: Once CE-marked and GDPR-compliant, XR hardware/software circulate tariff-free under the single market, reducing time-to-market by up to 25 % compared with multi-national certification routes outside the EU.

2. Cross-Border Collaboration

- Mandatory Two-Entity Consortia: The call structure naturally catalyses cross-border teams (research + end-user) and triggers knowledge spill-overs between academia and industry.

- Access to EU Testbeds & Living Labs: Participants can build on existing Horizon-Europe infrastructures (e.g., EDIH network, 200+ DIHs) for large-scale pilots beyond the 12-month project.

- Mobility of Researchers & Workers: Free movement enables on-site, near-production testing in multiple plants/facilities without additional visa/admin burden, expediting data collection for SHS deliverables.

3. EU Policy Alignment

- European Green Deal: XR-supported remote assistance and fleet management can cut travel-related CO₂ by 15-30 % in industrial maintenance.

- Digital Decade 2030: Contributes to the target of 75 % of EU firms using cloud/AI/Big Data by 2030; XR platforms inherently integrate AI & real-time data analytics.

- Industrial Strategy & SME Relief Package: XR increases resilience and autonomy of Europe’s manufacturing base, supporting the twin (green + digital) transition.

- SHS Open-Source Mandate: Delivers on the EU Open Science Agenda and strengthens evidence-based policymaking for XR ethics, privacy and inclusiveness.

4. Regulatory Harmonisation Benefits

- Single GDPR Framework: A unified data-protection regime simplifies deployment of XR wearables that process biometric data, avoiding 27 divergent national laws.

- AI Act & Machinery Regulation Alignment: Early compliance during the project reduces future certification costs and accelerates market entry once these horizontal regulations are fully applicable.

- XR Safety Standards (CEN/CENELEC): Participation offers influence on emerging standards while ensuring solutions are future-proof across the EU.

5. Innovation Ecosystem Leverage

- Link to Europe’s Top XR R&D Clusters: Projects can partner with Imec (BE), Fraunhofer-FIT (DE), CEA-List (FR), VTT (FI), etc. via subcontracting or advisory boards within the lump-sum.

- Access to 3 000+ EIC-funded Deep-Tech Start-ups: Creates follow-up commercial partnerships and licensing deals.

- Talent Pipeline: Horizon-Europe MSCA & Erasmus+ allow secondments/placements, enriching consortia with specialised XR and SHS expertise.

6. Funding Synergies

- Blending with EIC Accelerator or InvestEU: TRL-7/8 projects can pivot to equity/blended finance for scale-up (up to €15 m per company) after XR2Industry.

- ERDF & Recovery and Resilience Facility (RRF): Regional grants can co-finance pilot infrastructure or workforce up-skilling, covering the 30 % co-investment often required for large-scale deployment.

- Digital Europe Programme (DEP): Offers complementary €7 m–€10 m calls for advanced digital skills and data spaces that can integrate XR datasets generated under this project.

7. Scale and Impact Potential

- Fleet-Management Focus: Immediate replication in pan-EU logistics networks (rail, maritime, road), tapping a €190 bn market segment.

- Standardised SHS Open-Source Outputs: Facilitates rapid scientific validation and industrial adoption, positioning the consortium as a reference in ethical XR by 2027.

- Economic Multiplier: Each €1 of Horizon funds historically crowds in €1.8 of private investment; thus, ~€234 k can unlock >€400 k follow-up capital per consortium.

- Alignment with Industry 5.0 Vision: Human-centric automation boosts worker well-being and productivity, feeding into EU social-progress indicators (SPI) and SDGs.

8. Strategic Value vs. National-Level Funding

- Critical Mass: National schemes rarely offer immediate cross-border visibility; Horizon branding accelerates trust among multinational clients.

- Policy Influence: Participation in an EU flagship cluster provides a seat at the table for shaping forthcoming XR directives and standards.

- Risk Diversification: EU-level funding spreads economic and political risks across multiple jurisdictions, attracting additional investors.

9. Actionable Next Steps for Applicants

1. Secure Cross-Border Pairing: Identify an end-user in a different eligible country to maximise evaluation points on European dimension.

2. Map to EU KPIs: Quantify CO₂ savings, digital-skills increase and gender balance to match Green Deal and Digital Compass metrics.

3. Plan Open-Source SHS Deliverables Early: Allocate budget for documentation, anonymisation and GitHub/GitLab repository management.

4. Explore Follow-on Instruments Now: Begin dialogue with EIC Programme Managers or national RRF coordinators to ensure continuity post-project.

---

By exploiting the single market, harmonised regulations, and interconnected innovation ecosystem, XR2Industry applicants can transform near-market XR solutions into EU-wide industrial standards, achieving impact and scale that no purely national grant could provide.
